When is a helmet strictly enforced?

When is a helmet strictly enforced?
I'm curious to know when I would need to buy a helmet to race? I'm gunna shoot for a low to mid 12 second run this year so will I be needing a helmet? I know the rules say anthing faster than 14 sec needs one but I ran low 13's last year and didn't need one. So what should I expect? thanks guys!

i had mine painted orange to match the 'bu........ 

slightly burned out, but still smokin'......

Really don't think I am going to like the claustrophobic feeling and my new "helmet head" look but the rules are there for a reason I suppose. I do have a question though---is it better to go with a full face mask or the other kind?

It probably depends on how torn up you want your face to be in case of a direct hit into the steering wheel. With my looks, I could go either way.
